The Ministry of Commerce (India) appointed SBI Capital Markets Ltd along with Pegasus Advisory Services, a partnership firm registered in Mumbai, during April 2007, for funds mobilisation and post implementation operational support for Special Purpose Tea Fund of Tea Board, India. While conceiving and seeking approval for the scheme from various ministries, Dr. Sarkar, the senior partner of the firm, came across senior administrative officials who impressed on him the need to float a corporate entity.
Public Private Partnerships (PPPs) have been recognised as a must for current economic progress. Given that, the corporate entity could be supported by the Government where a dire need for economic strategy formulation is felt. Enthused by the support, Dr. Sarkar researched on the prospect of establishing a competent, professional firm of management consultants. Research concluded that there was dearth of accurate inputs to both the Government and Corporate sector decision makers. ADM Consultants Pvt. Ltd was established in the light of this need gap, with majority shareholding from Pegasus Advisory Services.
